Nonfunctioning side panels on a separate rod for each window, or a center-split continuous curtain over the whole bow can be coupled with a shade or blind in each window, allowing layers of functionality. You could use sheers for a decorative curtain and rely on the shades for privacy. To visually expand the height of the window, mount the curtains as far above the window frame as you can and allow them to drop all the way to the floor. Inset the blind or shade into the frame and use neutral colors to reduce their visual impact.
If you use separate curtains and rods per window, you do not need to worry about brackets interfering with their function; the curtains can be arranged around the brackets. Adding a valance may help with the perceived height of the window sections and add completion to the top of the window treatment. Add either a continuous valance, or consider separate valances if there are at least 6 inches between the windows -- 2 inches at each side of each window for the curtain hardware and a space of at least 2 inches between the rods.
Use functioning or stationary panels, with or without blinds or shades with a valance. The style of the valance should reflect the style of the room, and consider the hardware needed to mount that style. For example, in a country-style room, a ruffled valance may be your choice. A simple white rod can be bent by hand to conform to the window angles.
However, if you choose a tailored, board-mounted box-pleat valance, the boards require specific cutting to make them fit the angles.
